Footway licence

I have been walking past this for some time now, but today I actually looked at it. It turned out to be a footway licence. I do not possess a footway licence. Does this mean I cannot walk on the footpaths? Why is it called a footway licence and not a foot path licence? Are they somehow different? A quick look in the dictionary show that it is a en(uk) term. Perhaps the councillor should have had the en(au) dictionary turned on?

Looking on the council site, it turns out that there are two versions of the licence:

  1. This application is required when you are considering the display of “A” Frames and Goods Displayed on Footpaths. Council requires that the items used in the licenced area are of a high structural quality and well maintained in the interest of public safety.
  2. This application is required when you are considering the establishment of an outdoor dining area located on the footway. Council requires that the furniture used in the licenced area is of a high structural quality and well maintained in the interest of public safety.
