We stand near the top of a hill. There are a few of us and a man from the council. The terrain is very hilly,the suburb like a coastal Sydney one. The day is warm and sunny. Everyone is happy the last part of a plan to put the cycleway to the top of the hill is finalised. A change of government. The plan is changed to have bike lanes follow the main roads which head straight up the hills and have Melbourne like tram lines rather than follow the gentler gradient alongside the rail line.
